FG Accuse Government Of Refusing Debate Over Smear Test Allegations

The Fine Gael Health Spokesman has accused the Tánaiste of refusing a debate over allegations that a US company carrying out Irish smear testing is under investigation for fraud.

On Thursday, TD Dr James Reilly said fresh concerns about Quest Diagnostics, the US company selected to process Ireland's cervical smear tests, were raised by the revelation that the firm had paid out $40 million in fraud cases.

Dr Reilly criticised Tánaiste Mary Coughlan, accusing her of "stifling debate" on the issue, which could cost women's lives.

Dr Reilly said: "We must have clarity on the loss of the cervical screening contract to the USA. Questions need to be answered before the contract becomes irrevocable, which I believe will take place in the next ten days.

"This is essential on the basis of this new information and on several other grounds which I believe the Government cannot justify."

The company made major settlements in 1998, 2001 and 2004 after being investigated in connection with the billing of federal healthcare programmes for unnecessary tests.

The revelation has sparked fury among patients' groups here, leading to questions on why public money is being paid to a company alleged to have acted fraudulently.

Health Minister Mary Harney backed the decision to award the contract to Quest Diagnostics after assersions from the National Cancer Screening Service that the stringent terms of the contract meant there was no possibility of the Irish taxpayer being defrauded.

However, Dr Reilly said in a statement today: "There are many questions that need to be answered, including who in the HSE was responsible for identifying Quest as a suitable contractor. Instead of coming clean and justifying her actions the Minister for Health continues to endorse the plan even though she will not say if she was aware of the fraud probes involving the company."
