New Rules To Spur Learner Drivers To Complete Licensing Come Into Force

New regulations governing the renewal of learner driver permits will take effect on Sunday 1 November 2026, delivering measures first announced in November 2025, the Department of Transport has confirmed.

As part of the Government's Road Safety Strategy, learners who have held a permit for four years will be required to sit a driving test before any renewal. In addition, those who have not passed a driving test within seven years must restart the learning-to-drive process. For category B (car) drivers, this involves passing a theory test, obtaining a learner permit, completing 12 Essential Driver Training lessons, and sitting a practical test.

The changes are intended to encourage learners to progress to full licences and enhance safety for all road users.

Minister for Transport, Darragh O'Brien, said: "The Programme for Government commits to reducing road deaths and creating safer roads for everyone in Ireland. These regulations are a key action under the Road Safety Strategy aiming to reduce the number of road deaths and serious injury by 50% by 2030 and achieve Vision Zero (no road deaths or serious injuries) by 2050.

"Road safety is a shared responsibility and encouraging learner drivers to complete the learning to drive process and meet the required standard to pass a driving test leads to safer roads for us all."

Minister of State with responsibility for International and Road Transport, Logistics, Rail and Ports, Seán Canney, said: "A learner permit is not a driving licence. It permits people to drive on public roads when accompanied by an experienced, qualified driver, to gain the experience necessary to drive independently. Until a learner completes the learning to drive process and meets the required standard to pass a driving test, they cannot be judged safe to drive unaccompanied on public roads.

"I am pleased to see the regulations I signed last year come into force on the scheduled date. This allowed time for a national awareness campaign to take place, and for affected learner drivers to understand the new requirements and plan accordingly."

Minister of State with responsibility for Rural Transport, Jerry Buttimer, added: "It is vital that learner drivers complete the learning process and are discouraged from holding learner permits without ever taking a driving test. These regulations support drivers to gain the skills and confidence needed to drive on our roads as qualified drivers."

The regulations amend the Road Traffic (Licensing of Drivers) Regulations (S.I. 537 of 2006).
