Garda Given More Powers To Target Drink Driving

Gardaí will now have the power to conduct new Intoxication Impairment Tests at the roadside.

Minister for Transport, Tourism and Sport, Paschal Donohoe TD, signed regulations that give effect to the provisions of the Road Traffic Act 2014 in relation to roadside impairment testing.

The Minister said: "We have, as a country, come a long way in recent years in the struggle to improve road safety, and especially to combat drunk driving.

"However, figures for road deaths last year went up for the first time since 2005, and, unfortunately, this year to date, we have seen a further increase in collisions and deaths compared to the same period in 2013. We must keep up the pressure on a range of fronts to reduce these numbers.

"Road safety depends on a great many factors, and driving while intoxicated is one of the most serious. As a culture, we have moved away from the casual acceptance of drunk driving which once prevailed. However, we still have some way to go if we aspire to eliminating drunk and drug driving, and the measures I am announcing today will make an important contribution to achieving that end goal."

The new tests will be an important added resource to Gardaí in identifying and prosecuting intoxicated drivers and are a significant new tool for the Gardaí in enforcing the law against drug driving.

Drink Driving Cases Rise By 80% In 2006
The number of drink driving cases being dealt with by the courts jumped by almost 80% in 2006 and there has been a significant increase in the number of road-related crime cases. More than 220,000 cases concerning road traffic crime were brought before the district courts, an increase of 12% on the previous year’s figures.

Fraud Offences Sees Largest Increase In Recorded Crime
Fraud offences saw the biggest increase in the year to June 2019, according to the latest Central Statistics Office (CSO) Recorded Crime report. According to the report, the number of fraud offences recorded by An Garda Síochána rose by 34.4%; from 5,405 to 7,265 recorded incidents. The report also show that drug offences increased by 16.

Decision To Overturn Breath Testing Welcomed
The Court of Appeal has overturned a ruling saying that breath tests must be in English and Irish, saying it brings "much needed clarity". A ruling that breathalyser test statements were not valid if printed in the English language only had held up 1,400 alleged drink driving prosecutions and caused confusion over the last few months.
