Transport Ministers Double E-Scooter Fines And Add Safety Gear Offence
Minister of State with responsibility for International and Road Transport, Logistics, Rail and Ports, Seán Canney, has signed regulations raising the Fixed Charge Notice for e-scooter offences from €50 to €100.
The higher penalties, which will be enforced by An Garda Síochána, will take effect on 18 November 2026. The regulations also create a Fixed Charge Notice offence for not wearing a helmet or high-visibility clothing while using an e-scooter, following rules introduced last month that require this safety equipment.
The move completes the package of e-scooter road safety measures approved by Government in July 2026, introduced in response to concerns over the number of serious injuries, particularly head injuries, among users. Minister for Transport, Darragh O'Brien, said: "The use of e-scooters must go hand in hand with responsibility. These regulations, alongside the others we have recently introduced, are designed to encourage safer use of e-scooters and help reduce the risk of serious injuries, particularly head injuries, among users."
Minister of State with responsibility for International and Road Transport, Logistics, Rail and Ports, Seán Canney, said: "I am pleased to have signed these regulations today and completed the process we began in July this year, introducing regulatory changes to protect lives and prevent serious injuries. The message should be very clear that e-scooters should only be used within regulations, for the safety of all road users."
Minister of State with responsibility for Rural Transport, Jerry Buttimer, added: "These new measures continue to promote a stronger culture of road safety while supporting the development of active and sustainable travel."
Further measures on e-scooter use remain under consideration, with recommendations to follow in due course.
