The Government should swiftly complete a national policy for solar energy projects to ensure rural communities trust that Ireland's renewable transition is being handled fairly and transparently, Fine Gael Senator Mike Kennelly has said.

Kennelly warned that communities, developers and local authorities are working in a policy vacuum while the new National Planning Statement system is being drawn up.

"The move towards renewable energy is both necessary and welcome. Ireland has ambitious climate targets to achieve, and solar energy will play a significant role in helping us meet those commitments. But local communities must have confidence that appropriate safeguards are in place to protect our landscapes, heritage and rural environment," Senator Kennelly said. The Senator said responsibility for framing solar policy lies with Darragh O’Brien, Minister for Climate, Energy and the Environment, and that the guidance will form part of a National Planning Statement. He cited replies to recent parliamentary questions indicating the guidance is being prepared but has not yet been finalised.

"Recent solar applications in north Kerry demonstrates why we need a coherent national approach. There is broad recognition of the importance of renewable energy, but communities want assurances that developments are being planned responsibly and that local concerns are being heard.

"This shouldn't be presented as a choice between protecting our environment and achieving our climate goals, we must deliver both. A robust national framework, covering site selection, environmental impact, visual impact, community consultation and long-term land management, would give communities clarity and give investors certainty."

Kennelly added that he will continue to press the Minister directly on the issue.
