Former Judge Appointed Confidential Recipient

Retired District Court Judge Mr Patrick McMahon has been appointed as the Confidential Recipient under Regulation 6 of the Garda Síochána (Confidential Reporting of Malpractice) Regulations 2007.

The Cabinet agreed the appointment on Wednesday following a proposal by Minister for Justice Alan Shatter.

Regulation 6 stipulates that a appointee must be a judge, former judge, barrister or solicitor or a serving or former senior civil or public servant. The Minister has completed this consultation process.

The minister had carried out a consultation with the Garda Commissioner, the Ombudsman Commission, the Garda Síochána Inspectorate, the Garda Síochána representative associations and the trade unions or staff associations recognised as representing civilians.

The standard period for an appointment under the Regulations is three years but the actual term will, in this case, depend on the timing of the enactment and commencement of the new whistleblower legislation, the Protected Disclosures Bill 2013, as an amendment being prepared to this will enable Garda whistleblowers to make reports directly to the Garda Siochana Ombudsman Commission (GSOC).

100 New Recruits To Enter Garda College
One hundred new recruits are to enter Garda College, the Minister for Justice and Equity Frances Fitzgerald has announced. Training will commence in September this year at the Templemore facility, and marks the first new garda recruits to be recruited in five years.

Garda Compensation Scheme Approved
Proposals for a revised Garda compensation scheme were published today by the Minister for Justice, Equality and Defence, Mr Alan Shatter, TD. The scheme relates to a death or injury which is maliciously inflicted upon a member of the Garda Síochána while on duty or in connection with their duties.

Garda Survey Finds Decrease In Fear Of Crime & High Level Of Trust
The number of people who said they were victims of crime has fallen over the last year, according to the latest An Garda Síochána's Public Attitudes Survey, which has been published for the first time. The survey also found improved satisfaction among victims who reported their crime to Gardaí, and a reduction in the fear of crime.
