Ministers Pass Single-Use Vapes Bill Through Both Houses Of The Oireachtas
The Minister for Health, Jennifer Carroll MacNeill TD, and the Minister for Public Health, Wellbeing and the National Drugs Strategy, Jennifer Murnane O'Connor TD, have secured the passage of the Public Health (Single-Use Vapes) Bill 2025 through both Houses of the Oireachtas. The legislation will now proceed to Uachtarán na hÉireann for consideration.
Minister Carroll MacNeill said: "I intend to commence this legislation as soon as possible and I am very grateful to my colleague, Minister Jennifer Murnane O'Connor, for her work in bringing this Bill through the Oireachtas. The industry and retailers will have six months from commencement to clear non-compliant stock. As with all tobacco and related products legislation, the HSE's National Environmental Health Service will engage with businesses to ensure that they understand their obligations. "This Bill is about prevention. By banning single-use vapes, we are helping to prevent nicotine addiction before it starts and creating a cleaner environment for everyone."
Minister Murnane O'Connor thanked Deputies and Senators for their backing and said: "I am delighted to have brought this important legislation through both Houses of the Oireachtas and I thank Minister Carroll MacNeill and my colleagues in the Department of Health for their support and hard work. As I have said throughout the debates, this legislation is about protecting our children's health and getting rid of the most appealing, cheap and easy to use vapes on the market. Banning these wasteful products is good for public health and good for the environment.
"It is part of a suite of measures this Government intends to take to further reduce the appeal and accessibility of vapes and nicotine products to young people. The Public Health (Tobacco Products and Nicotine Inhaling Products) Amendment Bill will regulate the flavours and appearance of vapes, set a minimum age of sale of 18 for all nicotine products, and restrict their retail display and advertising."
